How to re-register in the EIS

Technically, the possibility of registration in the UIS according to the new rules was implemented on July 15, 2016 (clause 5 of the UIS version journal 6.2.100 dated July 15, 2016).

Registration in the Unified Information System is carried out by the Treasury of Russia. To start working in the Unified Information System, register your organization and users at zakupki.gov.ru.

Who registers in the EIS

Registration in the EIS is carried out by:

  • organizations from the Consolidated Register - participants in the budget process;
  • authorized persons of organizations from the Consolidated Register - authorized persons;
  • Information Systems;
  • legal entities and their representatives who are not included in the Consolidated Register - .

How to register an authorized person of the customer in the UIS

To register authorized persons in the UIS, the head of the organization logs in to the UIS.

Administrator registration

To register an administrator in the UIS, fill out the user registration form. Only the head of the organization can register an administrator.

In the registration form indicate email organizations and information about the administrator:

  • last name, first name, patronymic (if available);
  • job title;
  • office phone and email.

A certificate file for the registered user is attached to the registration form. The head of the organization signs the registration form with an electronic signature.

The system checks the data. If everything is correct, the user is assigned a unique login and registered in the System. A message with the subject “Registration in the UIS” is sent to the registered user’s email address.

The manager has the right to establish the powers of an organization administrator for himself.

Registration of authorized persons

The administrator has gained access to the EIS. Now you need to fill out the registration forms of other authorized persons of the organization - contract service employees or contract manager. The administrator registers authorized persons. The form includes information about the authorized person:

  • last name, first name, patronymic (if available);
  • authority: “a person authorized to post information and documents” or “a person who has the right to sign documents on behalf of the organization”;

Before confirming re-registration, check whether the information about the organization matches the information from the Consolidated Register. How to register a legal entity and its representatives in the UIS

Before registering with the EIS, legal entities and their representatives must undergo identification and authentication. The procedure is carried out by the head of the organization through, hereinafter referred to as Unified Identification and Autonomous Authorization.

Representatives of a legal entity are an administrator, an additional administrator and an authorized specialist.

The administrator of the organization is listed in the Unified State Register of Legal Entities as a person who has the right to act on behalf of the organization without a power of attorney. The administrator organizes the work of persons who are authorized to act in a unified information system.

The additional administrator organizes the work of specialists who have the right to work in the UIS together with the administrator.

An authorized specialist is a person who performs the functions of placing information and documents in the Unified Information System in accordance with the laws and regulations.

Who registers in the Unified Information System through the Unified Identification of Real Estate

The following are registered in the UIS through the Unified Identification and Autonomous Information System:

  • banks;
  • legal entities that serve UIS users;
  • electronic platform operator;
  • information system operator;
  • legal entities that conduct procurement according to the rules of Article 5 of the Law of December 30, 2008 No. 307-FZ;

How does registration work?

To register, the organization administrator or additional administrator logs in to the UIS.

To login, select an option: “Login for users of organizations registered in accordance with Section V of the Procedure approved by the order Federal Treasury dated December 30, 2015 No. 27n". Click the "Login" button. The system will take you to the ESIA page. Select the user certificate and the system will perform identification and authentication of the data. When the procedure is completed, the legal entity and its representatives are registered automatically.

As a result of registration, a legal entity is assigned identification code of 22 digits:

  • from 1 to 20 digits – identification code, which is generated according to the rules;
  • from 21 to 22 digits – code of affiliation of a legal entity.

Registration of the legal entity and its representative will be confirmed by a notification sent by email.

When and how to re-register in the EIS

If a legal entity registered in the Unified Information System before July 15, 2016, it must undergo re-registration.

The organization administrator or additional administrators are authorized in the UIS. When the system prompts, you need to select “Login for users of organizations registered in accordance with Section V of the Procedure approved by Order of the Federal Treasury dated December 30, 2015 No. 27n”. How to register an information system in the EIS

The information system is registered in the UIS by the information system operator. To do this, submit an application to the territorial body of the Federal Treasury. The treasury is selected based on the location of the information system operator.

What information should I include in my application?

In the application the operator indicates:

  • application number;
  • the date when the application was signed – in the format “day, month, year”;
  • name of the information system;
  • information system account number, which is registered in the unified information system (if available);
  • the full name of the information system operator, his tax identification number and checkpoint are taken from the Unified State Register of Legal Entities;
  • the name and OKTMO of the public legal entity whose organizations use the information system;
  • the date when the information system was put into operation - in the format “day, month, year”;
  • details of the legal act on putting the information system into operation;
  • Internet information system address (URL);
  • information system operator address, office phone number and email;
  • last name, first name, patronymic and position of the authorized person of the information system operator who is responsible for interaction with the UIS;
  • special instructions, if any (clause , and Registration Procedure No. 27n);
  • codes of information and documents that are transferred to and received from the UIS.

Codes of information and documents are indicated according to the rule:

  • 01 – procurement plans;
  • 02 – procurement plans and schedules;
  • 03 – information on the implementation of procurement plans and procurement schedules;
  • 04 – information on identifying suppliers (contractors, performers);
  • 05 – information on the execution of contracts;
  • 06 – requests from users of information systems, including requests for prices of goods, works, services;
  • 07 – customer reports;
  • 08 – other information and documents.

What documents should be attached to the application?

The following must be attached to the application:

  • legal act on putting the information system into operation or a copy thereof;
  • a copy of the certificate of compliance of the information system with information security requirements;
  • a document that confirms the authority of a person to act on behalf of the information system operator, or a copy thereof. Instead of such a document, the operator has the right to attach information about the person and his powers, which are contained in the Unified State Register of Legal Entities, or information about the source in publicly available publications and information systems that contain information about the authorized person.

All copies must be certified. The application is signed by a person who has the right to act on behalf of the information system operator.

How the Federal Treasury will check your application

The Federal Treasury will receive the application and verify:

a) completeness of the set of documents;

b) the presence in the application of information from Registration Procedure No. 27n;

c) compliance of information about the information system with the submitted documents;

d) presence and validity electronic signature, if documents were submitted electronically;

e) the authority of the person who signed the application.

The Russian Treasury will verify the application within five working days. The deadline is counted from the day following the day of receipt of documents.

Test results

The Federal Treasury will check the documents and issue a positive or negative result.

If the result is positive, the Russian Treasury:

  1. Register the information system in the Unified Information System;
  2. Will form ;
  3. Will send a notification with the registration date and information system account number.

If the result is negative, the Russian Treasury will notify the operator of the refusal to register the information system.

Why do participants (suppliers) need to register on the unified information system website?

From the moment of adoption until 2018, only customers needed to register on the official government procurement website zakupki.gov.ru. But in December 2017, Federal Law-504 “On Amendments to Federal Law-44” was adopted. According to this law, from January 2019, procurement participants (contractors) will also need to register.

Until July 2018, they were carried out only electronically; today, customers can conduct electronic, requests, etc. Since 2019, all procurements have been transferred to electronic form, which is intended to ensure greater transparency.

Purchases in electronic format are carried out at approved sites, their list is determined by the Government of the Russian Federation.

Since everything has switched to electronic format since January 2019, the Unified Register of Procurement Participants has appeared in the UIS, which contains information about the supplier. The Federal Treasury will be responsible for its formation and maintenance.

As a result, registration in the Unified Information System is a mandatory procedure for everyone; without it, it is not possible to take part in auctions.

The supplier will initially be registered in the EIS, and the participant will be accredited for electronic platform produced in automatic mode through information exchange.

Thanks to registration in the EIS, the supplier will be automatically accredited at all sites. However, the validity period of its accreditation will remain the same – 3 years. No earlier than six months before the expiration of accreditation, you will need to register for a new term.

When there are 4 months left before the end of registration, you will receive a notification requesting its extension for a new period. If the participant does not will be registered again, then three months before the expiration of its validity period he will be deprived of the opportunity to participate in the auction.

How to register in the EIS according to 44-FZ

According to Art. 24.2 44-FZ (came into force on January 1, 2019), registration of participants in the EIS and their accreditation will be carried out electronically based on information and submitted documents within the time frame determined by the Government of the Russian Federation.

Information about procurement participants who are registered in the Unified Information System is transferred to a single one. The Unified Register of Participants is a list of registered entrepreneurs, individuals and legal entities who can take part in public procurement. Such a register will be maintained from January 2019 by the Treasury, and the list will be posted on the website of the Unified Information System. It is intended to be placed in open access, and anyone can view it free of charge.

The procedure for registering suppliers in the Unified Information System after the beginning of 2019 will generally involve the following steps:

  1. The supplier undergoes the registration procedure in the UIS V in electronic format.
  2. The EIS transmits information to electronic trading platforms.
  3. Operators trading platforms will have to accredit the participant no later than the next working day.
  4. Registration will last three years.

Charging fees for registration in the EIS and accreditation on the electronic platform is not allowed. But from July 2018, according to Government Decree No. 564 of 2018, electronic platforms will be able to charge a fee for participation in the electronic procedure. The maximum fee is set at 1% of (but not more than 5 thousand rubles). When concluding a contract for SMP, the maximum fee cannot exceed 1% of the NMCC (no more than 2 thousand rubles).

Participants who were previously accredited on electronic platforms can also register in the unified information system from January to December 2019. The possibility of such registration will be provided until the end of 2019.

Also in Federal Law-44, according to the new clause 13 of Art. 4, the concept of “independent registrar” will appear. It is created for the purpose of recording the actions and inactions of participants in a unified information system. His tasks include:

  1. Monitoring the availability of the site’s unified information system and storage of such information.
  2. Recording (including real-time video recording) of inaction or actions of participants in the field of procurement.
  3. Storing such information about the actions or inactions of participants contract system, including information about electronic documents that are generated by participants in the contract system and signed by them using an electronic digital signature.

List of required documents

The list of requested documents for registration in the Unified Information System is similar to that required for accreditation on the electronic trading platform. In particular, the supplier will need:

  1. Charter of a legal entity or passport of an individual entrepreneur.
  2. Extract from the Unified State Register of Legal Entities/extract from the Unified State Register of Individual Entrepreneurs for, which has a limited validity period (no more than six months before applying for registration).
  3. Documents confirming the authority of the manager(for example, an extract from the charter or an order on its appointment).
  4. Documents that confirm the owner's status(if the signature is not for the manager).
  5. Documents confirming the right to register in the UIS(power of attorney from the head of a legal entity or entrepreneur).
  6. Decision on approval of major transactions indicating the maximum transaction amount.

Registration procedure: step-by-step instructions

Registration in the Unified Information System must be carried out by all organizations that plan to participate in the system of state and municipal procurement. The general procedure for registering in the UIS is as follows:

  1. registration of electronic digital signature qualified (reinforced) type(allows you not only to work in the Unified Information System by posting procurement plans and schedules, but also to carry out work on signing posted protocols of completed electronic trading procedures, as well as electronic contract forms). It is necessary in order to carry out all legal actions in the UIS. Simultaneously with the registration of the digital signature, information is entered into Consolidated register participants public procurement.   • when you first enter your personal account, the site functionality will prompt you to fill out the necessary information about the organization (all sections should be filled out only on the basis of official data contained in the Unified State Register of Legal Entities and the organization’s statutory documents);
  • registration of the head of the organization or a specially authorized person occurs as the administrator of the organization in the Unified Information System only after filling out all the necessary information about the organization;
  • the final stage is verification of the issued digital signature certificate, for which you will need to sign a special registration form.

The final login information (login and password) will be sent to the administrator to the email address specified during registration.

Nuances of registering suppliers in the EIS

The following nuances of registering suppliers in the UIS can be cited:

  1. Registration occurs in electronic format no charge.
  2. Information about the participant and the documents submitted by him will be entered into a single register.
  3. Registration is valid for three years, this procedure is repeated no more than six months before the end of registration.
  4. If there are up to three months left until the end of registration, the participant is not entitled on participation in new procurements.
  5. When registering, it is unacceptable to request information and documentation, not provided for by the Government of the Russian Federation.
  6. Registration of offshore companies in the EIS is not allowed.
  7. The list of documents for registration is specified in the Government Decree And additional information asking is not allowed.
  8. Procurement participants who have registered in the Unified Information System will be able to participate in all held on electronic platforms.
  9. Procurement participants who have been accredited but not registered in the EIS will be able to submit applications until the end of 2019. New procurement participants and those who have three months left until the end of their accreditation at the site will not be able to submit applications.

EDS and requirements for it

To register in the EIS, the participant will need a qualified electronic signature. Today, a non-qualified signature is not used for bidding.

The signature must be obtained from a certification center accredited by the Ministry of Telecom and Mass Communications. A strong digital signature is created using special programs encryption that ensures the safety and immutability of information.

An enhanced signature confirms the authority of the signatory. It is used not only during registration, but also during the procurement process. EDS allows you to sign documents placed in the UIS.

The EDS certificate contains data such as the owner’s full name, name and details of the organization, EDS certificate number, details of the certification center and a unique key that allows you to verify the authenticity of the signature (on the State Services website).

Transition period

The new procedure for admitting participants to the EIS involves a transition period during which the following stages are planned:

  1. From July 2018 to January 2019 accreditation of procurement participants on electronic platforms for participation in tenders remains the same (in accordance with Part 49 of Article 112 of 44-FZ).
  2. From January 2019 participants on electronic platforms are accredited only after their registration in the EIS.
  3. Accreditation of participants on the ETP must be carried out after their registration in the EIS in accordance with Art. 24.2 44-FZ (part 48 of article 112 44-FZ).
  4. From January to December 2019 Accredited participants on electronic platforms must register in the Unified Information System (under Part 47 of Article 112 of 44-FZ) to participate in electronic procedures.
  5. Until December 31, 2019 submission of applications for participation in the auction is carried out by persons accredited earlier than January 1, 2019 on the electronic platform. They will not need registration in the Unified Information System during this time frame under Part 50 of Art. 112 FZ-44. OBTAINING MEANS OF AUTHENTICATION AND ELECTRONIC DIGITAL SIGNATURE

DEFINITIONS used in the System

      • NUC– National Certification Center of the Republic of Kazakhstan, provides means of reliable authentication and electronic digital signature for legal entities and individuals of the Republic of Kazakhstan
      • Electronic digital signature (EDS)– a set of electronic digital symbols created by means of an electronic digital signature and confirming the authenticity of the electronic document, its ownership and immutability of content.
      • Private key of electronic digital signature– a sequence of electronic digital symbols known to the owner of the registration certificate and intended for creating an electronic digital signature using electronic digital signature tools.
      • Public key of electronic digital signature– a sequence of electronic digital symbols, accessible to any person and intended to confirm the authenticity of an electronic digital signature in an electronic document.
      • Registration certificate– document on paper or electronic document, issued by a certification center to confirm compliance of an electronic digital signature with the requirements established by this Law. In context, a synonym for the expression “public key certificate” is used.

Submission by customers and organizers of information on public procurement will be carried out electronically through a web portal without the use of paper procedures. This will require the use of authentication tools and electronic digital signatures.

The issuance of authentication means and electronic digital signatures is carried out at the Registration Centers of the National Certification Center located at the Service Centers in the cities of Astana, Almaty, and in all regional centers of the Republic of Kazakhstan.

Identification data of a legal entity and individual entrepreneurs must be verified based on the following identification documents:

  • a notarized copy of the certificate of registration of a legal entity containing a business identification number (BIN), in the case of individual entrepreneurs, the original and a copy of the certificate of registration of an individual entrepreneur;
  • identification documents of the authorized person (passport of the Republic of Kazakhstan, identity cards) and a copy indicating the individual identification number (IIN);
  • power of attorney to carry out legal actions on behalf of a legal entity, issued to an authorized person (Appendix 4). It is not required for individual entrepreneurs, as they must appear in person;
  • certificates from the place of work for the applicant - the owner of the registration certificate.

Based on the provided BIN, the registrar (security officer) of the CA verifies the authenticity of this information using the State Database of Legal Entities of the Republic of Kazakhstan.

ATTENTION! A request to INIS can take up to 4 minutes. If, after the deadline for processing the request in INIS, the participant’s registration data is not displayed, you need to refresh the page or add the organization again.

ATTENTION! The name of the participant after registration on the public procurement web portal will be indicated in the state and Russian languages ​​according to INIS.

2-case. Registration of a participant using a user certificate that does not indicate the organization’s BIN

When registering a participant, a request is automatically sent to INIS by IIN for IIN ownership to an individual registered in INIS. The system also checks the availability of registration of individual entrepreneurs and bank accounts in INIS.

ATTENTION! Registration of a participant who does not have a BIN specified in the certificate is only allowed for the role of “Supplier”, an individual.

When adding an organization after requesting and receiving data from INIS, the fields “Name of participant in Kazakh language” and “Name of participant in Russian” on the participant registration form must be filled in with the received data as follows:

      • If there is information about the registration of the taxpayer as an individual entrepreneur in INIS, the data obtained from INIS in two fields “Name of the individual entrepreneur in the Kazakh language”, “Name of the individual entrepreneur in the Russian language”, depending on the language, are recorded in the corresponding fields in the AIIS EGP;
      • If the INIS does not contain data for one of the fields “Name of the individual entrepreneur in the Kazakh language” or “Name of the individual entrepreneur in the Russian language”, then the field “Name of the participant in the Kazakh language” or “Name of the participant in the Russian language” for which there is no data must be filled in with the available data second field in INIS, regardless of language;
      • If there is no data in INIS for both fields “Name of the individual entrepreneur in the Kazakh language” and “Name of the individual entrepreneur in the Russian language”, the data from the fields “Last Name”, “First Name”, “Patronymic” is combined into a line, and the prefix IP is added to the resulting line for Russian language or LCD for the Kazakh language. The resulting line is written as the name of the AIIS EGP participant;

If the participant is not an individual entrepreneur, the name of the participant is formed by combining data from the fields “Last Name”, “First Name”, “Patronymic” into one line.

ATTENTION! If a participant who is registered in our system is not satisfied with any of the registration data that was filled out based on data from the INIS, then the participant should contact the Tax Committee at the place of registration. After updating the participant’s registration data with the Tax Committee, a system user with the “Head” role in the “Price Proposals” module, when logging into the participant’s profile, can update this data using the “Update data from INIS” button.

SIGNING THE PARTICIPANT AGREEMENT

ATTENTION! After registering as a participant, you must sign an AGREEMENT on the use of the public procurement web portal by the Participant, which appears in the user's profile.

EDITING A PARTICIPANT'S PROFILE

To edit organization data, the user should go to the menu "Participant Profile" section "My office":

Attention! Only a user with the "Manager" role can edit information about an organization.

When you go to the “Member Profile” menu in the “My Account” section on the left you will find the following menu items:

The organization data editing pages have the following controls:

User registration in the UIS is carried out in strict accordance with a certain procedure approved by Order of the Treasury of Russia No. 27n dated December 30, 2015. The order itself consists of basic provisions that approve the regulations for registration procedures and responsible persons, and directly the procedure for registration in the Unified Information System in the field of procurement. The document establishes the registration procedure for the following categories of users:

  • Information Systems;
  • organizations whose information is included in the Consolidated Register;
  • authorized persons of these institutions;
  • legal entities and their representatives.

Order 27n also presents judicial practice aimed at resolving controversial issues related to the process of user authorization in the UIS.

If the customer was registered in the Unified Information System before Order No. 27n came into force, then he will have to re-register.

Step-by-step instructions for registering customers in the UIS

Step 3. To start the customer registration process under 44-FZ, you need to, and from there go to the “Personal Account” section.

The system will automatically redirect the new customer to the registration section of the organization or user in the UIS through the Consolidated List of Customers.

If the customer has already re-registered through the system public services- ESIA, then the Unified Information System will show such a notification.

Step 4. In order for the initial registration procedure of the customer to be successful, information about such an organization must be entered into the Consolidated Register indicating the roles of the institution in the Federal Contract System. As soon as a specialist starts registration, data from the Consolidated Register is automatically sent to the Unified Information System, after which an ICO is generated - the organization’s identification code.

A letter confirming the institution’s registration in the system is sent to the customer’s email address specified in the information card of the Consolidated Register.

In the case of initial registration under 44-FZ for customer organizations from the Consolidated Register, the Unified Information System automatically registers the manager with the appropriate powers. The registered manager's card will look like this:

Step 5. After successful registration, you must log in to the customer’s personal account in accordance with 44-FZ.

After entering the LC according to 44-FZ, the system will send a notification.

Step 6. The specialist must perform the “Login” action in Section III of Procedure 27n, after which he will be redirected to the registered manager’s personal account. A message about initial authorization will appear on the screen.

The registration procedure for the customer is now complete.

How can a customer register a user under 44-FZ

Authorized persons who must be registered in the Unified Information System to work with the Federal Contract System must also obtain and install electronic signature certificates on their PCs.

User registration under 44-FZ is available only to an authorized person with the “Organization Administrator” functionality.

Step 1. A specialist with such permissions in his personal account on the “Registered users of the organization” page must select the “Register user” action.

Step 3. Then fill out the registration form. Need to fill everything out required fields, marked with a red asterisk.

Step 4. After entering the data, the specialist clicks “Register user”. The system checks for completeness and correctness of the entered data and, if there are no errors, sends a message about signing the registration form.

Step 5. After the administrator selects "Continue", New user will be registered.

How to register a customer under 223-FZ

Step 1. The first actions of a specialist from the customer organization included in the Consolidated Register are similar to working with the registration form under 44-FZ - you need to go to home page EIS, and then to your personal account under 223-FZ.

Step 2. The user then selects Section III of Order 27n and performs the “Login” action.

Step 4. The specialist clicks “Continue” and is redirected to the identification and primary authorization section. The procedure for further actions is identical to the registration procedure under 44-FZ.

How to register a user under 223-FZ

Now we register a user who will work under 223-FZ.

Step 1. Registration is automatically performed for new customers under 223-FZ. If the institution's user is not found during initial authorization, the registration form opens.

Step 2. You need to check whether all information is filled out correctly. If the registration request is generated without errors, then the “Register” action is selected.

User rights and updating of data on Unified Identification and Logistics registers are established automatically.

Step 3. After completing the procedure, the user receives a message about successful registration under 223-FZ.

How the register of legal entities works under 223-FZ

From March 1, 2019, the standards of the Government of the Russian Federation No. 1711 of December 28, 2018 “On the procedure for maintaining a register of legal entities” came into force. The document regulates the rules for maintaining the register of legal entities registered in the UIS within the framework of 223-FZ (Part 2 of Article 1 of 223-FZ).

The register itself is a collection of data on registered legal entities indicating the following information about customers:

  • full or short name;
  • organizational and legal form;
  • address;
  • TIN, KPP, OGRN;
  • other information specified during registration.

To find the desired customer in the list, enter its name in the search bar or registration codes- INN, KPP, OGRN.

The list is maintained electronically in the Unified Information System by specialists from the Russian Treasury. If the customer organization's access is terminated under 223-FZ, information about it is excluded from the register within three working days.

Not so long ago we discussed, and in today’s article we will touch on a similar issue, only for customers operating under 223-FZ. For experienced specialists, this article is unlikely to be useful, but for beginners it is simply necessary to know the registration procedure.

When analyzing the customer registration process under 223-FZ, we will be guided by two main documents - and the Instructions for registering organizations and users in the Unified Information System. For ease of understanding, we will divide the entire process from start to finish into stages: obtaining an electronic digital signature (EDS), preparing a workplace and directly registering.

Stage 1. Obtaining an electronic digital signature.

To work with the closed part of the UIS in section 223-FZ, we will need to obtain an electronic digital signature (EDS). Unlike customers working with 44-FZ, customers working under 223-FZ have the opportunity to use both a certificate issued by a certification center of the Federal Treasury, and certificates issued by accredited certification centers.

According to the above instructions, customers under 223-FZ must use a qualified electronic signature; details about this and other types of signatures are written in Article 5 of the Federal Law of 04/06/2011 No. 63-FZ “On Electronic Signatures”.

Thus, to summarize, a qualified electronic signature corresponds to the following set of characteristics:

  • obtained as a result of cryptographic transformation of information using an electronic signature key;
  • allows you to identify the person who signed the electronic document;
  • allows you to detect the fact of making changes to an electronic document after its signing;
  • created using electronic signature tools;
  • the electronic signature verification key is specified in the qualified certificate;
  • To create and verify an electronic signature, electronic signature tools are used that have confirmation of compliance with the requirements established in accordance with this Federal law(No. 63-FZ).

Since authentication and identification of users in the UIS in part 223-FZ is carried out using Unified system identification and authentication (USIA), you must first go through the registration procedure in this system. In order not to describe this process in the article, we will provide a link to instructions for registering a user in the ESIA.

The information posted in the UIS is confirmed by the use of an electronic digital signature (ED). In the UIS, part 223-FZ, it is allowed to use both certificates issued by the certification center of the Federal Treasury and certificates issued by accredited certification centers. The certificate must contain the following information: user’s full name, user’s SNILS.

After receiving and installing the digital signature certificate, the user must go through the registration procedure.

Stage 2. Preparation of the workplace.

In the unified information system, in the subsection “Files for setting up a workplace”, section “Training materials”, there are detailed instructions for setting up your work machine to work in the Unified Information System.

The developer of the instructions, in addition to describing the sequence of steps for setting up, also indicated minimum requirements to PC hardware and requirements for installed software.

Hardware requirements:

  • processor with clock frequency not less than 1.3 GHz;
  • RAM - at least 1 GB;
  • Internet channel bandwidth - at least 256 kbit/sec

Requirements for installed software to work with the Official EIS website:

  • Installed Internet Internet browser Explorer (versions 10.0 and higher), or any other browser that supports Transport Layer Secyrity (TLS v.1.1 and higher RFC 5246), using Russian cryptographic standards;
  • CryptoPro CSP software.

Note that, in essence, the most correct work in the EIS is only possible through a browser Internet Explorer, working through other browsers does not guarantee the desired results.

Setting up a browser and installing specialized CryptoPro CSP software is unlikely to raise questions that are not answered in the instructions, but there is one caveat if you use Windows version 8.1 and Internet Explorer has been updated to version 11, you must use this browser in compatibility mode in Internet Explorer 10. The fact is that in Windows 8.1, the browser is part of operating system and its separate installation or removal and subsequent reinstallation lower versions of the browser are not possible, you have to use a “crutch” in the form of compatibility mode. detailed instructions how to install this mode is described in the instructions indicated above.

Stage 3. Registration in the Unified Information System.

After successfully setting up the working machine, we can finally proceed to the most important part of our article - registration in the Unified Procurement Information System (UIS).

To register an organization that has not previously been registered in the Unified Information System in accordance with Part 223-FZ, it is necessary to register through the Unified Identification and Autonomous Information System (the registration procedure in the Unified Automated Information System is carried out by the head of the organization, or by a person authorized to act on behalf of the head of the organization).

You are taken to the Unified Identification and Information System page to perform user identification and authentication and to select a user certificate. Select a certificate and confirm your choice.

The user is identified and authenticated in the unified identification and authentication system with the selected certificate.

Upon completion of the user identification and authentication process, the organization registration form appears on the screen on the “Organization Registration” tab, where some of the data has already been filled in, and the remaining fields must be filled in yourself.


Filling out the form is completely easy; it is designed in the same way as the Add or Remove Programs wizard in Windows, that is, by filling out the necessary data in one form and clicking “Next” we move to the next, thus reaching the message about successful registration in the system.

In essence, all stages are not difficult and can be done by any user. We hope that the material we collected will be useful to you, and knowing the sequence of actions, you can easily register an organization in the Unified Information System and get to work.
