As a supplier, you will need an electronic signature for bidding, a set of documents, as well as setting up a computer and browser to work on the site.

RTS tender considers an application for accreditation as a supplier. If the decision is positive, the platform includes a legal entity, individual entrepreneur or individual in the register of suppliers and opens access to participation in electronic trading.

Terms of accreditation at the RTS-tender site

As at other federal sites, accreditation for the RTS tender must be completed within 5 working days. If the site fails, you need to fill out the forms again and submit documents. The number of attempts is not limited.

The deadline for reviewing documents is reset each time. The validity period of accreditation for the RTS tender is 3 years. If a refusal is received, its reasons are indicated with reference to the violated norm 44-FZ or site regulations.

In practice, a supplier spends an average of 2 weeks on accreditation.

Accelerated accreditation for the RTS tender

If there are less than 5 working days left before the auction, then expedited accreditation for the RTS tender will be required.

Urgent accreditation for an RTS tender takes from 1 hour to 1 day. You won’t be able to go through it yourself or get it through the site. This is where you need the help of a professional company.

Documents for accreditation for the RTS tender

The list of documents for registration for the RTS tender is the same as for 5 other sites, because established by law in 44-FZ. However, file requirements vary between sites.

Required documents

  • Extract from the register of legal entities or individual entrepreneurs no older than 6 months (all pages). It is allowed to use electronic extracts from the Unified State Register of Legal Entities and the Unified State Register of Individual Entrepreneurs, but only certified by an enhanced qualified digital signature of the tax authority
  • Charter of the organization or passport for individual entrepreneurs and individual(all pages)
  • Documents confirming the authority to accredit the owner of the digital signature on behalf of the procurement participant (decision, order, power of attorney)
  • Documents confirming the authority to carry out actions on behalf of the procurement participant on the electronic trading platform (similar to the previous paragraph)
  • The company's decision to approve a major transaction (for legal entities only) indicating the maximum transaction amount

Requirements for document files

  • The maximum file size is 5 MB.
  • Resolution of at least 75-100 dpi, set in the settings of the scanning device or graphics program
  • It is recommended to place scanned document pages into one Word file
  • Acceptable file formats
    • Document formats: .doc, .docx, .rtf, .txt, .pdf, .xls, .xlsx, .xps
    • Graphic files: .jpg, .jpeg, .gif, .png
    • Archive formats: .rar, .zip
  • The number of files for uploading is unlimited

Be extremely careful when preparing, scanning, attaching and signing digital signature documents. Most suppliers do not pass site accreditation the first time.

Any mistake will result in refusal, loss of time and a new countdown of deadlines. Documents must have signatures and seals, be in sequential order, be correctly oriented and legible .

If you attach pages upside down with dark stripes from the printer and blurry letters from the scanner, the result will be appropriate and well deserved.

After submitting an application, editing it is not allowed until it is reviewed by the electronic platform. Don't forget to confirm your email addresses.

Instructions for accreditation for the RTS tender

On the main page of the RTS-tender website, select 44-FZ from the menu, section Participants, then Accreditation.

The registration page will open, where the technical requirements. Click the link to launch Computer Setup. Registration for the RTS tender is required not through popular browsers like Chrome, Firefox or Opera, and through Internet Explorer no earlier than version 11.

Carefully fill out all fields of the form, create a login, password and a codeword. We recommend specifying 2 different email addresses for notifications from the site and for inclusion in the supplier register. The registry e-mail is public and may receive unwanted messages in the future.

After submitting your application, confirm email address in a letter from the site by clicking the link. All you have to do is be patient and wait 5 days until the RTS tender reviews the documents and an example decision on admission or refusal of accreditation of the company.

Let me immediately clarify one important detail: all trading on the RTS Tender site is conducted only through the Internet Explorer browser. Other web browsers will not work correctly with the trading platform. It is also recommended to set up your browser before starting trading in order to achieve maximum efficiency and eliminate the likelihood of any failures, delays, or errors, which may affect the final result. We'll talk about setting up the browser in more detail another time.

Let's return to our electronic auction. First, go to the RTS Tender site, look for the “Login” button (located in the upper right corner) to get to your personal account. After clicking on it, a page opens with a choice of which side you represent: the customer or the supplier. Please note that non-resident suppliers representing the Republic of Belarus can also work with the trading platform. Since we are interested in procurement, we select the second item – “Resident Supplier”. In the drop-down menu, click “Login” again. There, if you wish, you can familiarize yourself with various useful materials on entering the site and accreditation by clicking on one of the other two menu items. If you are just studying government procurement in general and the RTS Tender site in particular, then the background information provided can be very useful. In particular, there are instructions for setting up the browser, links to additional components that are needed for the platform to work correctly, etc. Below on the login page there are other types electronic auctions, but we are in this moment I am only interested in the top block - “Purchases under 44-FZ”.

On next page Select “Log in using a certificate”, mark the required one, and click “Login” again. The system will request confirmation of access, notifying you about this with a corresponding dialog box. We allow the action. After this we go directly to your personal account. Check current tender applications for procurement you can by selecting "My Applications". A page will open with all the necessary information. For convenience, it is presented in a table that contains basic data for each of the applications, starting with the number and ending with the status. This allows you to quickly monitor the status of submitted applications, tracking changes.

To enter the auction room, select the “My auctions” tab by clicking on the corresponding interface element. Just below on the RTS Tender page there will be a list of available tenders that are currently ongoing. Click on the line with the name of the auction, a new window opens with information about the electronic auction and the opportunity to submit your price offer. There is a timer at the top of the page. Let's say the countdown shows about 8 minutes. This means that you and other bidders have that much time left to submit a price offer. If someone places a bet, the timer will update, returning to the 10-minute mark. Below are general information about the electronic auction, including the price, bidding step, etc., as well as the current status: current price, duration of bidding, how many bids have been submitted, etc.

To submit a price proposal, you must click on this button, after which a page will open with detailed information for trades and a field for entering the amount. Put the one you want and click “Sign”. An access confirmation window appears, we agree. In the future, you can add the RTS Tender website to exceptions by configuring your browser in a certain way, then fewer such requests will be displayed.

Now all that remains is to monitor the actions of other participants. In 10 minutes no one has outbid the price - you win. If someone has reduced the cost of government procurement by moving you - this can be easily monitored by the number opposite the line “Your current position” - then submit a price proposal again.

One of the most common platforms on which Customers conduct tenders is the RTS tender. How to work for RTS site, look at examples from your personal account.

Accreditation

Before registering for the RTS tender, electronic trading platform will require you to perform certain actions.

1. EDS. To work on the ETP, the Customer must obtain an RTS tender from the Authorized Certification Center Federal Treasury enhanced qualified electronic signature. Such an electronic signature must be prepared by everyone who will have the right to act on behalf of the Customer.

2. Software. It is necessary to install the Crypto Pro program, a root certificate and an electronic signature. All this is intended for authorization and to ensure legal relevance and confidentiality electronic documents. Helps install software instructions posted on the RTS website. As a last resort, you can always call technical support.

When these steps are completed, you will be able to log into your personal account, provided that you are registered as a Customer in the Unified Information System.

Area

The RTS tender platform consists of two parts: open and closed. The open part contains information that is available to any user. In order to see it, just log into the ETP website. We won't dwell on it.

The closed part of the ETP - personal account - becomes available to the Customer immediately after registration in the UIS. This happens automatically.

The Customer can log in to the Personal Account either using an electronic signature or using a login and password. But you need to understand that when logging in using your login and password, the Customer will not be able to post or send generated documents.

Personal Area

What can the Customer do in his personal account?

  • View your registration data;
  • View notifications from the ETP Operator and conduct correspondence with other procurement parties;
  • Handle requests for clarification of documentation;
  • Work with electronic procedures;
  • Work with ETP protocol templates and your own templates;
  • Work with commissions;
  • Monitor the progress of trading in real time;
  • Check the counterparty;
  • View statistics on procedures and generate reports;
  • Manage events using the built-in calendar.

How to work on the electronic platform RTS-tender

The first section is procurement. The RTS tender, as an electronic trading platform, naturally builds all its work around the purchases of Customers. Therefore, “purchases” is the main section that will open by default every time the Customer logs into his Personal Account.

This section displays all the procedures that the Customer has placed at the moment. The view of this section can be adjusted to either a table or card view.


All basic purchasing information is visible here. In the first column there will be a triangle, the purpose of which is to remind you to perform some action. The penultimate column is the navigation column. It serves for a quick transition to the main information that is currently available: protocols, trades, contracts, history.

The display of information can be customized, and the list can be sorted by different criteria.


Also in the “Purchases” section, the ability to add purchases to favorites has been implemented. This functionality allows you to quick search purchases that are currently relevant for the Customer. To go to your favorite purchases, you need to click on the “star” in the menu ribbon.


In chapter " Trading sessions» displays trades expected today and those that have already begun.

The “Requests” section is divided into subsections – “For clarification of documentation” and “For clarification of results”, in each of which the corresponding requests will be displayed.

The “Calendar” section displays all procurement events and an indication of the need to perform a certain action.

Events in the calendar are highlighted in different colors:

  • green – validity period has begun;
  • yellow – less than 24 hours until the end of the term;
  • red – expired.

The “Notifications” section displays all notifications sent by the Site Operator when actions are performed by the Customer.

Section “About the counterparty”: when you go to the “About the counterparty” section, the page “Service for providing information about the counterparty” opens.


This is an interesting function of RTS tender. An electronic trading platform using the counterparty’s TIN allows you to draw up a report about it. The report will include:

  • company registration details;
  • legal and financial status of the organization;
  • list of owners and participation shares;
  • information about involvement in extremist activities or terrorism;
  • data on bankruptcy and management disqualifications;
  • list of existing legal disputes and enforcement proceedings;
  • statistics of the company’s participation in state and/or municipal contracts;
  • information about affiliation with the RNP;
  • other data.

Section “Calculate NMC” - the NMC justification service was developed to assist Customers, authorized bodies, authorized institutions in determining and justifying NMC when making procurements in accordance with Law No. 44-FZ.

Well, and one more section “My organization”. You can access it by clicking on the name of the organization in the upper right corner. The page that opens displays information about the organization and options Personal account Customer.

You need to understand that the RTS tender is an electronic trading platform. Sberbank-AST, GPB and others are all ETP. And according to the rules of Law No. 44-FZ, accreditation for them occurs through the Unified Information System. Therefore, all specified information about the organization is integrated into all ETPs from the UIS. ETP does not have the opportunity to double-check them.

An interesting tool in the “My Organization” section is located in the “Protocol Templates” tab. The customer can create and add to the system custom templates protocols. They can then be used to formulate the appropriate protocol. By default, the system has its own “system” templates loaded. These templates were developed by the platform and cannot be edited or deleted. You can replace them with your own.

There are also instructions for working with templates. Moreover, protocol templates can be prepared for the Customer by RTS-tender specialists. To do this, you need to send a corresponding request to the ETP email address, which should contain information about the fields that should be included in the template.

In the same section there is a subsection “Register of commissions”. It contains all information about the Customer's commissions. This information will be used when publishing protocols.

Information about commissions comes from the EIS. If for some reason the information about the commission has not been integrated with the UIS, the RTS-tender platform has the ability to create a commission.

Each section contains functions for editing and customizing, as well as filters for finding the necessary information and displaying it.

Trading platform

After publishing the procedure in the Unified Information System, the information is automatically sent to the ETP chosen by the Customer. The Customer can see this in the personal account.

After the deadline for submitting applications - for each procedure according to its own algorithm - the operator sends applications to the Customer. The customer reviews them and creates a protocol.

You can get to the protocols section from the “Procurement” section by clicking the “Consider applications” link in the first column or the link to the corresponding protocol in the last navigation column.

Contract cards are formed in a similar way.

The convenience of RTS-tender is that everything in it is convenient and intuitive.

Is it possible to conduct procurement under both Law No. 44-FZ and Law No. 223-FZ? RTS-Tender is an electronic trading platform and, of course, allows you to do this. But here you need to understand that the Customer’s LC is different according to different laws.

It is also possible to carry out individual “specific” purchases through an RTS tender. The electronic trading platform allows for small purchases, purchases under RF PP No. 615, purchases for JSC Russian Railways. Moreover, an electronic store for small volume purchases can be created both for an individual entity and for an individual Customer (for example, for the Tomsk state university or Tomsk State University of Architecture and Civil Engineering).

The Internet is filled with offers about paid assistance in registering for the RTS tender and similar electronic platforms, but do not rush to spend money - everything is not as difficult as it might seem. In this article we will look in detail at how to register for an RTS tender and not be rejected.


The article will be useful legal entities and individual entrepreneurs who want to increase sales through tenders, start selling to the state and large corporations, but are not yet registered on any trading platform.

Step 1. Prepare the documents

To be included in the register of bidders, you need to tell the organizers a little about yourself. Collect the following documents:


1. for legal entities:

  • extract from the Unified State Register of Legal Entities no older than 6 months;
  • all pages of constituent documents (statutory documents and amendments to them). Do not attach the order as a constituent document;
  • documents confirming the authority of the manager (protocol/decision/order on the appointment or extension of authority);
  • documents confirming the authority of the person carrying out accreditation (if the electronic signature is issued to the manager, then we scan the decision on his appointment, if to another person, then the power of attorney to carry out actions on the trading platform);
  • a document confirming the right to carry out transactions on behalf of the participant (the same thing: either a decision on appointment or a power of attorney);
  • a decision on the approval of transactions indicating information about the maximum transaction amount (depending on the organizational and legal form, this decision is made: in an LLC by the general meeting of participants; in OJSC and CJSC by the general meeting of shareholders or the board of directors; in a municipal unitary enterprise, state unitary enterprise with the consent of the property owner; in autonomous and budgetary institutions with the consent of the founder; in other forms by the head);

2. for individual entrepreneurs:

  • extract from the Unified State Register of Individual Entrepreneurs no older than 6 months;
  • identity document (ALL pages of the passport, including the cover);
  • document confirming authority.

Make sure that:

  • All documents are stamped;
  • statements are not overdue;
  • All documents are either originals or notarized copies.

Scan the collected documents into high resolution(from 75 dpi), adjust the scanning contrast. Be careful, most common reason refusal of accreditation for the RTS tender - unreadability of documents. But don’t overdo it, the weight of each file should not exceed 5 MB. Save scanned documents to your computer or cloud service in one of the formats: .doc, .docx, .pdf, .txt, .rtf, .zip, .rar, .xls, .xlsx, .xps, .jpeg, .jpg, .gif, .png.

Step 2. Get an electronic digital signature

An electronic signature (ES) makes online transactions essential, making online trading possible in principle. Without it, it is impossible to obtain accreditation for the RTS tender, however, you can register on the RTS market and even submit proposals for purchases, but with restrictions:

  • participate only in those auctions whose organizer has authorized participation without an electronic signature;
  • without signing an agreement in electronic form (only off-site in paper form);
  • without withdrawing funds from a virtual account.

To register on other RTS tender sites, you need to obtain an electronic signature and install it on the computer from which applications will be submitted. To do this, we go to the nearest accredited certification center. Their list is on the website of the Russian Ministry of Telecom and Mass Communications. We serve:

  • constituent documents;
  • a document confirming the fact of entry into the Unified State Register of Legal Entities;
  • tax registration certificate.

We receive a certificate and electronic signature keys for electronic map or flash drive. Installing an electronic signature on a computer is described in detail in the RTS-tender knowledge base.

Step 3. Register on the website www.rts-tender.ru

To work on the electronic platform you will need:

  • Internet Explorer browser, Mozilla Firefox or Opera latest version;
  • Windows younger than 7 and package NET Framework(if not, you can download the update from the Microsoft website);
  • ActiveX component – ​​ICLCrypt.cab (when the message “This node may require the following items” appears at the top of the screen ActiveX controls: “ICLCrypt.cab” from “ICL KME CS”” while working with the platform, right-click on this message and allow the installation of the component);
  • Crypto provider (RTS tender prefers CryptoPro).

Some of the fields in it will be filled in automatically after you add the electronic signature certificate. Please check that this information is correct and complete the form. You will need to indicate your actual and legal addresses, Bank details, the maximum possible amount of the contract, information about the authorized person, come up with a login, password and code word to enter the site. Please note that the address in the “E-mail indicated in the register of organizations” field will be visible to all users of the site. In order not to drown in a heap of spam, it is better to indicate there an address different from that specified in the “Main e-mail for notifications” field.


Attach scanned documents to the “Applicant’s Documents” section: a corresponding scan in each tab marked with a red frame. After attaching the document, the selection disappears.

At any stage of filling out the form, you can click “Save draft”, interrupt and continue later. When all the information has been entered and the documents are attached, click “Submit an application for accreditation.” A window will appear to confirm your data with a certificate. The system will then send you an email to the specified email address. You need to open it and follow the link to confirm.


Notification of whether your application has been approved or rejected will be sent to the same email. The decision is made by RTS-tender operators within 5 working days. Accreditation is given for 3 years, but 3 months before this period you will receive a notification that you are unable to take part in the auction. This time is given to renew accreditation.
